| Water and Sewer Installation New service connections are arranged by contacting the Department of Public Works located at 145 West Carolina Avenue. Locating Utility Lines If you plan to build, landscape, install a fence, well or sprinkler system REMEMBER: before you dig, call Palmetto Utility Protection Service @ 1-800-922-0983 and the City of Hartsville at 843-383-3006. We will visit your property and mark the city’s water and sewer lines so you won’t damage them when you dig. Meter Crew The meter crew provides a number of services related to the metering and billing of the utility system. All water and sewer system meters are read monthly. Maintenance of the metering system is also the responsibility of this four-person staff. Mr. Eric Boykin, meter crew leader, also supervises the EPA and DHEC mandated Cross Connection Program. This program requires installation of backflow prevention devices and annual checking to prevent contamination of the public system. Water Distribution The water distribution crews ensure continuous operation of the water system. They are responsible for installation of new water service connections, relocation of water mains, service connections, and fire hydrants. In each category, the work effort varies depending on the depth and size of the main or service line, its location and the length of service requested. The crew’s primary activities are repairs of water mains, service connections, valves and hydrants. Water distribution personnel are on-call 24 hours a day. |
 Water Source The City of Hartsville’s water system is supplied by four deep wells (300 feet). Water storage includes five elevated tanks and one ground level reservoir. For emergency purposes, the system is also connected to the Darlington County water system at two locations. Water Quality Report The City provides an annual quality report. This gives information on the system’s performance relative to DHEC and EPA standards. Copies can be obtained by calling 843-383-3006.
