The City of Hartsville is constantly changing and growing. Overseeing the development and use of land is an important duty of local government, and that's where the Code Enforcement and Planning and Development offices come in. Our Planning and Development Department reviews new development plans to make sure they comply with land use regulations and fit in with existing communities, zoning and infrastructure. A building permit is required before any construction project can be started. This permit is issued by the Code Enforcement and Planning and Development Office which checks to make sure the project complies with zoning, building, plumbing, electrical and fire code ordinances adopted by the City of Hartsville. Permits are required before any construction or improvements can be done. Permits are issued to the person who will physically perform the work for which the permit is sought. The contractor must have a current State License in his/her field, issued by the S.C. Dept. of Labor, Licensing and Regulation, and an up to date business license with the City of Hartsville. Permits are obtained at the Code Enforcement and Planning and Development offices at 101 South 4th Street, from 8:00 A.M.- 5:00 P.M., Monday through Friday. Or, click in the box to the left for the appropriate building permit. Check with the department before beginning any construction, demolition, electrical, plumbing, heating or air conditioning work, All new construction must be reviewed and permitted.
