What is N.E.A.T.?
The Neighborhood Enrichment and Appearance Team (N.E.A.T.) is a specialized group established by the City of Hartsville to further support the City’s core value of making the city a secure, clean, and desirable place to live, work and visit.
Why do we have N.E.A.T.?
Everyone wants to live in a well kept area. However, there may be times when you drive through other communities and wonder why things are allowed to run down. The N.E.A.T. program assists the City of Hartsville in keeping this from happening. A little effort by you and your neighbors will ensure our standards stay high.
How does N.E.A.T. work?
N.E.A.T. members will routinely visit different neighborhoods throughout the community to observe appearance conditions. Team members will be checking for street conditions, unsightly buildings, trash and debris, unkempt landscaping, and the like. If everything looks okay, individual residents will be given “Courtesy Notices” to let them know they are doing a good job. Courtesy Notices will also be used to let someone know if a problem is observed. Those who receive courtesy notices indicating appearance of code violation problems will be given time to make corrections. If the problems persist, it may be necessary to refer them to Code Enforcement officers who will issue code volition notices.
When and Where will N.E.A.T. members appear?
Each month, N.E.A.T. members will randomly select a different section of the city for a visit. Signs will be posted in the area to advise that N.E.A.T. visits will soon be taking place (approximately 2 weeks in advance). Once an area is covered and courtesy notices are delivered, N.E.A.T. members will return in approximately two weeks to check on the progress.
Who are the N.E.A.T. members?
N.E.A.T. members come from Fire Prevention, Police Enforcement, Planning & Zoning, Building and Code Enforcement, Parks and Leisure Services, Public Service, and Utilities. All are specially trained to identify and refer infrastructure and neighborhood appearance concerns within the City. The City Attorney acts as legal counsel for the team. |

Purpose:
Building and Code Enforcement plays the most important role in preserving the standards of housing, safety and sanitation for the City of Hartsville. By meeting these standards, we accomplish the following goals:
Keep our City safe and clean Maintain desirable housing Have a significant and positive effect on property values Increase the desirability of our community for its residents and the potential for future growth
