Design Review Board

Purpose.  The seven-member Design Review Board is responsible for the establishment and maintenance of the Design Review Board (DRB) is to protect the integrity of the downtown business district. The DRB also ensures the level of quality of all constructed projects within the district.

Powers and dutiesThe Design Review Board has the authority to request additional information, suggest revisions, and approve or disapprove plans for proposed projects, with an accompanying recommendation for approval going to the Planning Commission for final approval, leading to the issue of building permits.  The DRB must approve any physical improvements to the outside of a downtown building other than painting.  The DRB also approves signage in the downtown business district. 

Meeting TimesThe Design Review Board meets on the third Wednesday of each month to review signage applications.  Applications may be obtained from and submitted one week prior to the monthly meeting to Hartsville Downtown Development Association, 214 N. Fifth Street, upstairs Center Theater or the Planning Department, 101 South Fourth Street. An incomplete submittal will not be accepted.  A submittal is considered complete when it includes a completed application, plans, materials, calculations, application fee and other supporting information as applicable.
