Welcome to the City of Hartsville’s Planning and Development Department. Our overall goal is to develop and implement plans that improve the quality of life for all our citizens. Promoting orderly and controlled development allows us to plan for current and future needs. We encourage citizen participation in all of our meetings and activities. Our department is responsible for zoning issues, issuing permits, initiating annexations, approving special event permits as well as developing a Comprehensive Plan in coordination with the Planning and Zoning Commission. We also ensure all construction and renovation projects meet state guidelines, ICC standards, land use ordinances, and local regulations, before work begins. As Planning and Development Director, I am the staff liaison for several citizens' committees. The Design Review, Planning Commission, and the Zoning Board of Appeals seek advice and guidance from the Planning Department.
