Hartsville's City Council consists of the Mayor and six Councilmembers. The Mayor is elected at-large, while the remaining six Councilmembers are elected from single-member districts. Together they constitute the legislative body of the City.

The Hartsville City Council holds regular councilmeetings on the second Tuesday of each month at 6:00 p.m. in Council chambers, second floor of City Hall. Notification of special meetings is at least 24 hours in advance.

Worksessions, for discussion only, are held the first Tuesday of each month at 6:00 p.m. in Council Chambers. No action is taken at worksessions.
