When do I need a building permit?
Any project on commercial or residential buildings, the value of which exceeds $200.00, requires a building permit.  Specific exemptions are driveways, walkways, landscaping, and carpet.

What do I need to get a building permit?
You need to fill out a building permit application and submit two sets of plans. One set of plans will be stamped and returned to you. Your application will also be reviewed by Public Works Department (water and sewer service, possible storm water considerations) and by Planning- Zoning Department (allowed commercial uses and front, side, and rear property setback requirements).

When do I need architectural plans?
All plans for an assembly, educational, institutional, or hazardous occupancy of any size, and all plans for commercial buildings larger than 5000 square feet must be prepared by a licensed architect or a registered engineer.

What codes govern construction projects in Hartsville?
We currently use the 2003 edition of IRC, and the 2006 editions of IBC, Fire, Plumbing, Mechanical and Fuel Gas. The 2005 edition of NEC is enforced. The actual date of code edition changes is mandated by state government so that all jurisdictions in South Carolina are consistent with which editions they are enforcing.
